To bring together public agencies, prime contractors, DBE / SBE / DVBE firms from thoughout the San Joaquin Valley to discuss how to do business together and to learn about future local, State, and federally-funded public works projects.
Our goal is to help valley DBE / SBE / DVBE firms become Ready, Able & Qualified to successfully perform public sector work. We are inviting San Joaquin Valley public agencies ( Fresno, Kern, Kings, Madera, Merced, San Joaquin, Stanislaus and Tulare) to participate in the marketplace and provide information on :upcoming projects, how to do business with the agencies, and bidders requirements. (Including state and federally-funded projects and DBE / SBE / DVBE goals and "good faith efforts").
This annual event will provide San Joaquin Vally public agencies and prime contractors, bidding State and Federally funded public work projects,outreach opportunities helping fulfill your SBE / DBE / DVBE / MBE / WBE / SEC 3 contracting “goals & good faith effort”.This event will have a vendors & agencies marketplace where agencies can provide information on upcoming projects, hand out materials and discuss requirement on how to do business with the vendor / agency.

Why Should you attend the San Joaquin Valley Regional Conference ?
On June 24, 2005 the Governor signed Executive Order # S-5-05 creating the California Partnership for the San Joaquin Valley. The Partnership include all eight counties in the San Joaquin Valley- Kern, Tulare, Kings, Fresno, Madera, Merced, Stanislaus, San Joaquin. The region includes sixty two cities and a total population of more than 3.4 million residents. The Board of the Partnership is comprised of twenty-six members appointed by the Governor- eight Cabinet Secretaries eight locally-elected officials, eight civil leaders, and two Deputy Chairs. The Partnership has established ten Work Groups.
The federal government under President Clinton signed an Executive Order to establish the San Joaquin Valley as a Federal Empowerment Zone.
These actions by the Governor and the President will bring the San Joaquin Valley region billions in state and federal dollar for future development projects.
All projects receiving state funding are required to meet small business SBE and DVBE contract goals.
All projects receiving federal funding are required to meet a UDBE, DBE, MBE, WBE, Hub Zone or SEC 3 contract goal.

About Us
The Kern Minority Contractors Association is a nonprofit organization, registered with the State of California, Office of the Secretary of State (#5273, January 18, 1994).
The Kern Minority Contractors Association assists members in the construction and building trades and related small business owners interested in performing public sector work. Our goal is to develop partnerships with public agencies and prime contractors to help them with their outreach efforts to meet project contract goals and “good faith efforts” required on State- and Federally-funded projects
KMCA members include sub-contractors, general contractors, material suppliers, service providers, professional services, project managers, consultants and prime contractors from throughout the San Joaquin Valley.
We are looking to partner with San Joaquin Valley public agencies and prime contractors on this event to help prepare our local small business, DBE, DVBE, SBE, MBE, WBE, SEC-3 firms and others to get ready for the projects and growth coming to the San Joaquin Valley. We can all benefit from future ecnomic development efforts.
KMCA does not receive any public grants or funding. Our program operates on donations, membership fees and user fees. We are seeking public / private sponsorship partners to help us with our annual operating budget (approximately $50,000). The budget includes one part time contract staff, office space, phone service, office supplies, printing materials, admininstrative cost and other incidental items. Your sponsorship ensures continued assistance and support services to local SBE / DBE / DVBE / MBE / WBE / SEC-3 firms.
Any funds left over after payment to all vendors & expenses related to the hosting of the annual conference & award dinnerwill be used to help support the Kern Minority Contractors Assn. bid plan room & contractors resource center's annual operating budget. KMCA will provide a public report on funds recieved & the cost assoociated with hosting the event.To request a copy of the final report , please submit a written request to KMCA - P.O.
